In the fall of 2003 the City of Navasota contracted with the Texas Target Cities Program for the creation of an economic development plan, a comprehensive plan, and comprehensive geographic information system.

The economic development plan was intended to aid the City in continuing a tradition of proactive economic development efforts. The plan involves community profile and economic base information, an analysis of the City's economic position, as well as implementation and evaluation strategies.
